Please post this in the right section next time. But aside from that, there is also a similar bug that occurs with the drill enchant. The luckyblock looks like it is under those emerald and diamond blocks though, so you could have mined it earlier and not noticed it, and then came back to it and thought it was a bug.
Ok yes, I checked and it is in bug reports. But I did also find it in the prison category so that threw me off a bit.
